Mrs. Shanna Doucet is the President of the Texas Gulf Coast Association for Healthcare Quality. She is a licensed registered nurse with more than 20 years of healthcare experience. She joined the Texas Gulf Coast Association for Healthcare Quality in 2015 and began serving on the Board of Directors as the Secretary in 2016. Her passion for quality led her to obtaining her CPHQ credentials.
Mrs. Doucet has practiced professionally in many quality related roles and served as a volunteer on the 2013 and 2014 Malcolm Baldrige National Quality Award Board of Examiners. In addition to this, she continues to serve as a team leader and examiner for the Quality Texas Foundation, Texas Award for Performance Excellence. Mrs. Doucet is currently a doctoral student in Arizona State University’s PhD in Nursing and Healthcare Innovation program. She holds a graduate degree in Business Administration from Texas Woman’s University and a baccalaureate degree in Nursing from South University. She is certified in Healthcare Quality, Lean/Six Sigma Black Belt and Organization Suggestion Systems Management. Mrs. Doucet has extensive experience building high performance teams and leading organizational excellence.
Ms. Devshree Golecha has been featured in P.O.W.E.R, the international magazine for women. She is a seasoned Quality professional with 10 years of experience leading enterprise wide Six Sigma Process Improvement, Automation, and Optimization projects includling serving as the Senior Product Manager with United Healthcare. Ms. Golecha has been the Keynote Speaker at several events and organizations. She is currently an Adjunct Professor of Quality Improvement at the University of Houston, Represents Harvard Business School online programs as the Regional Community Leader, and is Chair of Communication for ASQ Houston. She has an MBA (Finance), is an ASQ Certified Six Sigma Black Belt, IASSC Certified LSSBB and LSSGB, and attended Pre-MBA CORe Program at Harvard Business School and Executive Program in Artificial Intelligence at MIT Sloan.
Jacqueline McLean, RN
Jacqueline McLean is the Nurse Program Manager for the Harris Health System House Call Service, Houston, Texas. She is a licensed registered nurse with more than 22 years of Healthcare experience. Her experience includes home health nursing, population health, case management and care coordination. Ms. McLean holds a graduate degree in Nursing Education from Prairie View A & M University: College of Nursing. She is an adjunct professor at the University of Texas at Arlington College of Nursing. Mrs. McLean also has certifications in Diabetes Education, Nursing Education and Clinical Case Management.
Alma Rodriguez, MHA, BBA, CQA
Alma Rodriguez serves as the Secretary for the Texas Gulf Coast Association for Healthcare Quality. She has over 12 years of experience in accreditation and regulatory affairs. In her role as an Accreditation Program Manager for Harris Health System, Ms. Rodriguez has the opportunity to work with key stakeholders and process owners to ensure compliance is achieved and maintained. She develops training materials and education plans for continual survey readiness and ISO 9001:2015 Quality Management System (QMS) standards. Ms. Rodriguez’ passion for quality and patient safety led her to achieve certification as a quality auditor. She has enjoyed assessing conformance of the QMS to organizational and standard requirements as an Internal Quality Auditor for 4 years.
Membership & Outreach Director
Carl McGowan, MBA, CHFP
Carl McGowan is the Membership Director for the Texas Gulf Coast Association For Health Care Quality. In this role, he is responsible for membership growth and satisfaction for the chapter. In addition to this position, he is Regional Marketing Director for United Healthcare of Texas and Oklahoma. In this role, he leads marketing, community relations, and strategic initiatives for the company’s Employer and Individual business. With keen interests in delivery system transformation, payment reform, and consumer healthcare literacy, his primary focus is on making the health care system work better for everyone.
Outside of these roles, Carl is the Houston Chapter President of the National Association of Health Services Executives (NAHSE), a non-profit association of health care professionals founded in 1968 for the purpose of promoting the advancement of diverse health care leaders and elevating the quality of health care services rendered to underserved communities. He is a frequent speaker at healthcare conferences, and is a member of the New England Journal of Medicine’s Catalyst Insights Council, a member of the Healthcare Financial Management Association where he is a Certified Healthcare Financial Professional (CHFP), and the American College of Healthcare Executives, where he is currently pursuing FACHE fellowship designation.
The native of Detroit earned his undergraduate degree from Dartmouth College, where he majored in Economics and Government, and his M.B.A. from the Ross School of Business at the University of Michigan, where he was a Consortium Fellow. He is married to Tiffiny McGowan, a nurse practitioner at the renowned MD Anderson Cancer Center, and they reside in Pearland, TX.
Christine Victorian, RN, MSN, BSN, CMCN, CPHQ
Christine Victorian is a Registered Nurse who currently holds the position of Director of Quality and Patient Safety at Harris Health System - Ambulatory Care Services. She received her Bachelor of Science Degree in Nursing from the University of Phoenix and Master of Science Degree from the University of Texas - Arlington with a focus in Nursing Administration and Education. In 1998, after 5 years in the clinical setting, Mrs. Victorian has embarked on more than 20 years in her career devoted to her patients in managed care, population health, disease management, and healthcare quality. She is a Certified Professional in Healthcare Quality (CPHQ) and a Certified Managed Care Nurse (CMCN) from the American Board of Managed Care Nurses (AAMCN). Mrs. Victorian is also a member of Sigma Theta Tau International Honor Society of Nursing. In addition, she is a member of the American Society of Quality and National Association of Healthcare Quality. When not pursuing her nursing passions, Ms. Victorian enjoys traveling, running, and spending time with her family. Mrs. Victorian joined the Texas Gulf Coast Association for Healthcare Quality (TGCAHQ) as the Education Director. She is looking forward to contributing to the mission and vision of TGCAHQ, to the design, development, and implementation of strategies to enhance the education program and to facilitate a patient safety collaborative forum.

Angela has created departmental newsletters and internal communications that have been recognized with the Gold Marcom Awards for 2017.
