Vivian is a certified professional in healthcare quality and was also certified by the American Society for Quality as a quality auditor. She has 15 years of experience in healthcare quality, risk management, patient safety, accreditation, and regulatory compliance. She is currently employed at Harris Health System as the Administrative Director for Accreditation & Regulatory Affairs department. She is leading a team of professionals supporting the DNV accreditation program, Comprehensive Stroke Center, Cancer Center, and other state-mandated designation programs for Harris Health System.
Prior to joining Harris Health System, Vivian served as a Performance Improvement project manager at one of the Hospital Corporation of America (HCA) facilities, where she facilitated various patient care improvement projects and served as the quality liaison between hospital administration, physician partners, department leaders, and frontline staff.
Vivian has a Master’s degree in Business Administration with Corporate Finance and Healthcare Management concentrations from the University of New Orleans. She graduated from Louisiana State University with a Bachelor’s degree of Science in Medical Technology / Clinical Laboratory Science.

Alma Rodriguez is entering her third year of service as the Texas Gulf Coast Association for Healthcare Quality’s Board Secretary. She has over 14 years of experience in accreditation and regulatory affairs. In her role as an Accreditation Program Manager for Harris Health System, Ms. Rodriguez has the opportunity to work with key stakeholders and process owners to improve patient safety and quality of care. She develops training materials and education plans for continual survey readiness and ISO 9001:2015 Quality Management System standards. Ms. Rodriguez’s passion for quality and patient safety led her to attain a certification as a Quality Auditor from the American Society of Quality (ASQ) and is certified by DNV as a Hospital Operations Professional. She has enjoyed assessing the conformance of the QMS to organizational and standard requirements as an Internal Quality Auditor for over 6 years.

Jacqueline McLean serves as the Treasurer for the Texas Gulf Coast Association for Healthcare Quality. She is a Nurse Program Manager for the Harris Health System, in Houston, Texas. She is a licensed registered nurse with more than 25 years of Healthcare experience. Her experience includes home health nursing, population health, case management, telehealth, and care coordination. Ms. McLean holds a graduate degree in Nursing Education from Prairie View A & M University: College of Nursing. She is an adjunct professor at the University of Texas at Arlington College of Nursing. Mrs. McLean also has certifications in Diabetes Education, Nursing Education, and Clinical Case Management.

Mrs. Rogers has devoted more than twenty years of nursing service devoted to patient-centered care, chronic disease management, and healthcare quality. Mrs. Rogers is also a member of Sigma Theta Tau International Honor Society of Nursing, the American Nursing Association, and the American Academy of Ambulatory Care Nursing. Mrs. Rogers enjoys traveling, singing, and physical fitness.

Karle Scroggins is a Senior Project Manager for UnitedHealthcare Community and State. Karle currently oversees the project implementation process with a goal to help members live healthier lives. Prior to this role, she was a project manager at Harris Health System, where she utilized her skills to improve and transform Medicaid Managed Care for members throughout the Houston area. Karle holds an MPA from New York University and a Marketing degree from Hampton University. In her spare time, she enjoys traveling to new cities and taking her dog, Paiden to the dog park.

Christy Chukwu is new to the role of Membership Director for the Texas Gulf Coast Association for Healthcare Quality. As a Senior Operations Manager who currently works at Harris Health System, in the Ambulatory Care Services, in the House Call Service Department, she holds a Bachelor of Science in Health Science with a concentration in Community Health from Stephen F. Austin State University and a Master’s in Health Administration from Texas A&M University Health Science Center (SRPH). Having developed a deep passion for community service, healthcare, and quality, Christy decided to work for the county hospital system to aid in the operational support of patients in need located in Harris County. With over eleven years of experience in healthcare management, operations, and project management, Christy strives to engage the staff around her as well as the patients she encounters at various clinics. Healthcare quality has always been a driving force in the work Christy has done in her career. From her experience in managing DSRIP quality-related projects for six Same Day Clinics to facilitating the successful decrease on an overall system A1c score of 1.5% to now developing the successful implantation of in-home COVID vaccination to bedbound patients of the House Call Service. She is looking to grow the membership of TGCAHQ with like-minded professionals or those that are interested in quality while finding their space in every opportunity to make an impact.

Giovanni is entering his second year of service as the Texas Gulf Coast Association for Healthcare Quality’s Board Design and Development Director. Over ten years of experience in process automation in various industries, Giovanni continues his passion for process improvement in the healthcare space. He is a Senior Project Coordinator at WellMed Medical Management, an affiliate of UnitedHealth Group, where he leads the process improvement projects for the Clinical Education and Program Administration department.
Mr. Rueda-Anguiano, a graduate student at Southern New Hampshire University, is currently pursuing a Masters of Science in Project Management and Operations. He graduated from Louisiana State University of Alexandria with a Bachelor’s degree of Arts in Communication. He is a welcomed addition to the board with a broad skill set in web design and automating processes.
