Speakers
Richard O. Davis, Ph.D., Ed.M.

Chief Executive Officer, Rochester Regional Health
Richard "Chip" Davis, Ph.D., Ed.M., joined Rochester Regional Health (RRH) as its Chief Executive Officer (CEO) in March 2022. In this role, Dr. Davis is responsible for the strategic leadership and direction of the $3.9 billion health system and its affiliates.
Before joining RRH, Davis served as CEO of the Henry Ford Health South Market, CEO of Henry Ford Hospital, and Senior Vice President. In this role, he oversaw the South Market, which includes more than 100 care locations, including two hospitals; $2 billion in patient revenue; 250,000 annual Emergency Department patient visits; and nearly 50,000 inpatient admissions annually.
Before joining Henry Ford, Davis served as the President and CEO of Sibley Memorial Hospital in Washington D.C., a not-for-profit hospital within Johns Hopkins Medicine (JHM); Dr. Davis’ career with Johns Hopkins Medicine spanned more than 25 years. His previous roles include vice president of Innovation and Patient Safety and executive director for the Johns Hopkins Medicine’s Center for Innovation, Johns Hopkins Health System’s access services, ambulatory operations, and operations integration. Dr. Davis served as faculty at the Johns Hopkins School of Medicine, Johns Hopkins Bloomberg School of Public Health, and the Johns Hopkins Carey Business School. He is an international consultant and speaker, advising health systems and community hospitals on operational efficiency and quality improvement, innovation and patient safety programs, medical staff relations, and culture change.
Dr. Davis received his Ph.D. in Public Health from Johns Hopkins University. He also has a Master’s degree in Counseling and Consulting Psychology from Harvard University and a Bachelor’s degree in Psychology from the University of Michigan.
Marcus Schabacker, MD, PhD

President and Chief Executive Officer, ECRI
Dr. Marcus Schabacker became President and Chief Executive Officer of ECRI, an independent, trusted authority on the medical practices and products that provide the safest, most cost-effective care, in January 2018. A board-certified anesthesiologist and intensive care specialist, Dr. Schabacker has 35 years of healthcare experience and 20 years of senior leadership responsibilities serving the medical device and pharmaceutical industries. He held leadership roles in medical affairs, preclinical and clinical development, regulatory affairs, quality, research and development, and patient safety. After receiving his medical and academic training at the Medical University of Lubeck, Germany, Dr. Schabacker served as senior medical officer at the Mafikeng General Hospital in South Africa as part of a humanitarian aid program to support the African National Congress government under Nelson Mandela. Dr. Schabacker is an affiliate assistant professor at The Stritch School of Medicine at Loyola University Chicago.

David Marx, JD

Chief Executive Officer, The Just Culture Company
David Marx is CEO of The Just Culture Company, a risk management firm. David has a BS in Mechanical Systems Engineering (1985) and Juris Doctor in Law (1997). David’s firm currently spends the majority of its effort on helping high-consequence organizations develop values- supportive practices and culture.
David began his career as a Boeing aircraft design engineer. In his final years at Boeing, David organized a maintenance human factors and safety group. In 1997, David launched a research and consulting practice focused on the management of human error through the integration of systems engineering, human factors, and the law. David has served as an advisor to the Federal Aviation Administration’s Human Factors Research Program and to the NASA Space Shuttle Program. David was the principal consultant to NASA in development of their major mishap investigation process, and he led an outside team to benchmark space shuttle processing quality. David has developed risk modeling methods, including an approach called socio-technical probabilistic risk assessment (ST-PRA), which has been used to model risk high-consequence industries around the world.
In the healthcare sector, David has been working to help healthcare institutions and regulatory agencies reduce the risk of iatrogenic patient harm. In the area of system design, David’s ST-PRA process has been used to model and mitigate risks from wrong site surgery to medication errors. In the area of safety culture, David authored the document, “Patient Safety and the ‘Just Culture’: A Primer for Healthcare Executives,” for the National Institutes of Health. Widely seen as the father of “Just Culture,” David and his firm administer the Just Culture Community, a resource for organizations across industries who strive to create accountable, safety supportive cultures.
